Radak: Because they strove so much with speech, Nif'al conjugation is used. The same applies to "Nidbarnu Alecha", "Az Nidberu Yir'ei Hashem" (Mal'achi 3:13, 15). When Dibur is used with [the prefix] Beis (or Bo, Bach?), it is derogatory 1 , e.g. "va'Tdaber Miryam v'Aharon b'Moshe" (Bamidbar 12:1), "Teshev b'Achicha Sedaber" (Tehilim 50:20). However, sometimes the Beis is used with Nevu'ah, e.g. "Ru'ach Hashem Diber Bi" (Shmuel II, 23:2).

Malbim: After the Navi's mouth was opened and he began to rebuke the nation, they began to speak bad about him covertly. In public, they feigned to fear Hashem and went to hear the Navi's rebuke.

Radak: When people meet in the city and want to speak a hidden matter, they come to the wall and speak, lest people in back of them hear. Also at the opening of houses, when one stands there and sees his friend passing, he speaks there with him covertly. And so it says about Avner "va'Yatehu Yo'av El Toch ha'Sha'ar Ledaber Ito ba'Sheli" (Shmuel II, 3:27).

Malbim: By the walls of the Chatzer and until the opening of the house, only the family dwells. There, they speak bad about you.

What is the meaning of "v'Diver Chad"?

Radak: This is like Echad; the Aleph is omitted for brevity. Also in Arame'ic the Aleph is omitted.

Malbim: When one speaks with a stranger, to Achad (someone special in the nation), and even with his brother, he says 'come and hear this matter from Hashem.' He pretends to believe in Devar Hashem, and avidly pursue to know Devar Hashem via his Nevi'im.

Why does it say "Achad" with Patach under both letters?

Radak: We find like this, even though it is not Samuch ? "Shechem Achad" (Bereishis 48:22).
