Radak: This is a metaphor - like one who divides land with rope and a line. Malbim - this is a permanent division, with signs for the borders.
Why does it say "Ad Olam Yirashuha"?
Malbim: It will be theirs forever.
Why does it add "l'Dor va'Dor Yishkenu Vah"?
Malbim: Do not think that even though it will be theirs, they will not dwell there, like one who has an inheritance in this land, and he dwells in another land. They will forever dwell there.
