Why does it say "Es ha'Megilah v'Es ha'Devarim"?

Radak: Do not say that he burned only the margins. He burned also the written words. Chazal (Mo'ed Katan 26a) learned from here that one who sees a Sefer Torah burned must tear his garment twice - once for the margin, and once for the writing.
