What is the meaning of "Ba v'Yotzei b'Soch ha'Am"?

Rashi: Tzidkiyah commanded and they took Yirmeyah out of jail 1 , for Tzidkiyah was a Tzadik, just his generation was evil. Yehoyakim incarcerated him, for he was a Rasha and his generation was virtuous.

Malbim: Yehoyakim had incarcerated him, lest he prophesize. Now he was not incarcerated; this shows that they accepted his prophecy.

Radak: In Tzidkiyah's reign, Yirmeyah was not incarcerated until Yir'iyah seized him (verse 13).
