There, the body of the nation lies in darkness, in the depths. Hashem will open the graves ? remove subjugation, for everyone. Raising from the graves is for "Ami"; only Tzadikim will come to Eretz Yisrael ? "v'Hotzeisi Eschem Min ha'Amim?; "u'Varosi Mikem ha'Moredim veha'Posh'im Bi? v'El Admas Yisrael Lo Yavo" (20:34, 38).

What do we learn from "v'Heveisi Eschem El Admas Yisrael"?

Radak: Chachamim (Kesuvos 111a) argued about those who are buried in Chutz la'Aretz. Some say that they will rise from their graves there, and some say that they will roll to Eretz Yisrael via tunnels underground. Our verse proves like the first opinion 1 ; after raising us from the grave, "v'Heveisi Eschem El Admas Yisrael."

Malbim: Chachamim (Kesuvos 111a) received that the revival will be only in Eretz Yisrael - Mesei Chutz la'Aretz will roll to Eretz Yisrael via tunnels underground. After "v'Heveisi Eschem El Admas Yisrael", "v'Nasati Ruchi Vachem vi'Chyisem" (14).
