Rashi: They refer to the oral Torah- to explain the Chukim and Mishpatim that Hashem had already taught them. 1

Ramban, R. Bachye, Targum Onkelos and Targfum Yonasan: They refer to the other Mitzvos, besides the Aseres ha'Dibros which they heard from Hashem directly.

Rashbam: They refer to the Aseres ha'Dibros, which Hashem commanded Moshe to teach Yisrael. 2

Why does the Torah add the suFfix on to "La'asoschem osam"?

Oznayim la'Torah: To teach us that when a person learns Torah in order to fulfil it (Lish'mah), it transforms him into a superior form of being. 1
