What is the comparison to a shepherd?
Rashi: He gathers sheep with his arm, and carries them in his bosom.
Radak: A good shepherd, he gathers the small lambs 1 that cannot go like other animals, and carries them in his bosom. So Hashem will conduct Yisrael from Galus slowly. He will support every ill and broken person.
Malbim: He gathers in his arm the newborns that cannot walk at all, and carries them in his bosom.
Why does it say "Edro"?
Radak citing his father: A shepherd has more mercy on his own flock than on what he is hired to guard for others.
