Why does it say "Lo va'Seser Dibarti"?

Rashi: When I gave the Torah... Radak - I revealed Myself on Har Sinai to Zera Yakov with voices, lightning, a heavy cloud, and a very strong sound of the Shofar. Places close to Har Sinai heard and saw; others heard from them, and others from them. It is impossible that a great matter like this not become known to the entire world.

Malbim: This is a second reason to trust only in Hashem. Matan Torah showed His special Hashgachah on man. One cannot deny it, for Hashem spoke publicly, to 600,000 men 1 .

Why does it say "Lo... bi'Mkom Eretz Choshech"?

1.

Radak: I did not speak covertly and "bi'Mkom Eretz Choshech", where no one saw or heard.

Malbim: It was not in a place where people can say that they did not see with their eyes. It was in the middle of the day; they saw the great vision and heard with their ears how I supervise over man.

What is the meaning of "Lo Amarti... Tohu Vakshuni"?

Rashi: I did not tell Zera Yakov to seek Me for naught, rather, to receive great reward.

Radak: I did not do so (give the Torah so overtly) for naught, rather, for a need. They should know that I am Elokim, and I told Zera Yakov to seek Me - "Anochi Hashem Elokecha" (Shemos 20:2). Also, they should not seek anyone other than Me 1 - "Lo Yihyeh Lecha Elohim Acherim Al Panai" (ibid., 3).

Malbim: This is the third reason to trust only in Hashem. The Mitzvos that I gave to Yisrael, they testify that I have special Hashgachah Pratis over man. They are not like Mitzvos of priests of idolatry, which have no benefit or reason. Refer to 45:19:4:3. Ma'ase Bereishis testifies to Hashgachah to make man succeed in temporary life. Matan Torah testifies to Hashgachah to straighten man in eternal life.

Radak: All people should not seek anyone other than Me. It mentions Zera Yakov, for they and their fathers clung to Me. The other nations should have learned from them, and not sought other gods, for they do not help. The gods in Machaneh Ashur did not help or save them!

How is Hashem "Dover Tzedek Magid Meisharim"?

Rashi: After I opened with My words of Tzedek, to inform them their reward, afterwards I told them straight matters - My Chukim and Torah. Before Matan Torah they were told "v'Atah Im Shamo'a... vi'Hyisem Li Segulah; ... Mamleches Kohanim..." (Shemos 19:5-6).

Radak: All that I spoke and told Zera Yakov is Tzedek and straight.

Malbim: The Torah encompasses two perfections of man. (a) Ways of Tzedek Bein Adam l'Chavero. (b) Emunah and mindsets - Hashem tells how to straighten man's deeds.
