Why does it say "Kol ha'Am ha'Aretz"?

1.

Radak: The word Samuch [to ha'Aretz] is omitted 1 , like "ha'Aron ha'Bris" (Yehoshua 3:14), "ha'Kel Beis Kel" (Bereishis 31:13) and similar verses.

1

I.e. it should say Kol ha'Am Am ha'Aretz. Similarly, the other verses should say ha'Aron Aron ha'Bris and ha'Kel Kel Beis Kel. (PF)

What is the meaning of "Yihyu El ha'Terumah ha'Zos la'Nasi b'Yisrael"?

1.

Rashi: The Terumah mentioned above, all commoners will consent to it.

2.

Radak: All Yisrael will do this Terumah for the sake of the Nasi, i.e. for themselves ? "Lechaper Aleihem" (15). It is also for the Nasi ? it already mentioned Korban ha'Kohanim above ? "Eleh Chukos ha'Mizbe'ach b'Yom He'asoso" (43:18). Now it discusses Korban ha'Am and their Minchah. The Nasi will not need to do for himself ? all of Yisrael will do for him, and he will do for them on Mo'adim, like it explains after this.

3.

Malbim: It is as if the Tzibur brings them in partnership, since they all gave their share.
