What is the meaning of "Korei mi'Mizrach Ayit"?

Rashi #1: From Eretz Aram, which is in the east, I called Avraham to take My counsel. Ayit is [an expression of counsel,] like "Hasiv Eta u'T'em", "Isya'atu Kol Sarchei Malchusa" (Daniel 2:14, 6:8).

Who is "Ish Atzasi", and why is he called so?

Rashi: It is Avraham; he will take My counsel.

Radak: It is Koresh. He will execute My counsel for Bavel.

Malbim: Koresh will also fulfill My counsel to save Yisrael, and permit them to build the Bayis. Regarding this it says "me'Eretz Merchak", for he is far from Eretz Yisrael.
