Rashi: It is the most disgraced of the nations. Yuma 10a 1 explained that this is Pras, the youngest of Yefes' sons (i.e. Tiras - Bereishis 10:2).

Radak: They are Yisrael. (a) Until now they were young and weak compared to the nations. (b) Yakov is younger than Esav - "v'Rav Ya'avod Tza'ir" (Bereishis 25:23).

Radak (from Bereishis Rabah 73:7): They are descendants of Rachel; Esav will fall only to the seed of Rachel. Yosef and Binyamin were the youngest Shevatim.
