Radak: It is Malchus Efrayim. It says She'eris, because most of them were exiled before Yaravam ben Yo'ash's kingship, and were eradicated via the sword, hunger and plague ? "Ki Ra'ah Hashem Es Oni Yisrael Moreh Me'od v'Efes Atzur v'Efes Azuv" (Melachim II, 14:26).
