When did Pul and Tiglas Pilne'eser exile them?
Malbim: Pul cam against them in the days of Menachem ben Gadi (Melachim II, 15:19). It does not say that he exiled Yisrael 1 . In the days of Pekach ben Remalyah, Tiglas Pilne'eser took Iyun? Gil'ad? Kol Eretz Naftoli and exiled them to Ashur. Since it says Gil'ad, this implies that he exiled those who dwelled in Ever ha'Yarden together with Zevulun 2 and Naftoli. Yeshayah 8:23 says that he exiled Zevulun, Naftoli, "Ever ha'Yarden Gelil ha'Goyim" - this implies that first he exiled Zevulun and Naftoli, then Ever ha'Yarden, and then Gelil ha'Goyim [the rest of the 10 tribes] in the days of Hoshe'a ben Elah. Seder Olam says so. One opinion in Eichah Rabasi (Pesichah, 5) says that Reuven was exiled first. He holds that Pul was mentioned here because also he exiled Yisraelim (Reuven). Yovel ceased from when Reuven and Gad were exiled (Erchin 32b), for they were exiled first in the days of Pul , and "Yosheveha Aleha" was not fulfilled.
The verses say that Menachem paid Pul to support him; Pul returned to Ashur. After Menachem died, Pekachyah succeeded him! (PF)
The verse in Melachim does not mention Zevulun, but Midrash ha'Gadol (Devarim 29:27) learns from the verse in Yeshayah that the cities listed there are of Zevulun and Naftoli. (PF)
Why does it say "Ad ha'Yom ha'Zeh"?
