Malbim: All the nations 1 , for they took shelter in Bavel's shade. They wanted to help it!

Perhaps he means the nations that Nebuchadnetzar conquered. Even though 'he ruled over the entire world' (Megilah 11a), Malbim holds that some great kingdoms did not serve him (refer to 26:8:2:1). Bavel protected the nations that it conquered from those kingdoms. (PF)
