How are the dogs brazen?

1.

Rashi: They want to fill their stomachs.

2.

Radak: Refer to 56:11:2:2.

2)

What is the meaning of "Lo Yad'u Sav'ah"?

1.

Mahari Kara: They do not know how to eat the proper amount. Rather, they fill their stomachs.

2.

Radak: Do not say that the dogs do not guard, for their masters do not feed them. They eat, but are not satiated, for their lust is strong and not satiated. So the Tzofim (false Nevi'im), their entire affair is to eat and drink, and they are not satiated, for they pursue lust. One who does so will never be satiated. Sav'ah is a noun, or an infinitive.

3.

Malbim: The false Nevi'im and leaders do not have the attributes of dogs, rather, the shortcomings. They are "Azei Nefesh" (brazen) and gluttonous ("Lo Yad'u Sav'ah").

3)

Why does it say "v'Hemah Ro'im"?

1.

Rashi: Just like the dogs do not know satiation, the shepherds do not understand what will be in the end of days.

2.

Radak: They graze themselves, and are not concerned for the flock (Yisrael).

3.

Targum Yonasan: They are evil. Radak - this is astounding. He explains as if there is a Kamatz under the Reish (Ra'im, and not Ro'im)!

4)

What do they not understand?

1.

Radak: They do not understand their deeds. Their deeds are nothingness. They stray, and make Yisrael stray.

5)

To what ways did they turn?

1.

Rashi: The paths of their benefit, to steal from the rest of the nation over whom they are appointed.

2.

Radak: They turn to benefit themselves in eating and drinking and unjust gain, without concern for the nation.

6)

What is the meaning of "mi'Katzehu"?

1.

Rashi: This is like "Kol ha'Am mi'Katzeh" (Bereishis 19:4). From one end of their number to the other end, all do so.

2.

Radak: Every one from his end and neighborhood does these deeds.
