What are "Chartzuvos Resha"?
Rashi: It is an expression of tying and binding. Radak - this is like "Ki Ein Chartzuvos l'Mosam" (Tehilim 73:4). When evil deeds are strengthened, it is like a strong knot that a man can untie only with great exertion. The matter is repeated in different words.
Malbim: This is evil hidden in holes and hidden places. Open the holes to take it outside. The primary reason for the Tzom is when they gather, to expose hidden evil of individuals. People who know about it tell!
What is "[Hater Agudos] Motah"?
Rashi: It is tilting Mishpat.
Radak #1: It is like Resha. They are Mematim the poor (make them falter). This is like "Ki Yamitu Alai Aven" (Tehilim 55:4).
Radak #2: Motah is the name of the yoke, like "va'Yikach Chananyah ha'Navi Es ha'Motah" (Yirmeyah 28:10). They pressed the Aniyim and demanded payment as if they put a yoke on their necks.

Malbim: Motah is less than Resha. It is veering slightly from what is straight. It is not covered, but it is in an Agudah (bundle), if many join to do it openly. Even though an individual need not be meticulous about a small matter, a sin of the congregation is different. Break this bundle and destroy the gathering!
Whom should they free?
Radak: The slaves who are broken and crushed in the hands of their masters. They transgress "Lo Sirdu Vo b'Farech" (Vayikra 25:46), and they do not free them at the [start of] the seventh year, like Yirmeyah rebuked his generation about this.
Malbim: This refers to opening Chartzuvos Resha, for via exposing who is oppressed and crushed, they free him.
What is the meaning of "v'Chol Motah Tenateku"?
Rashi citing Targum Yonasan: Every crooked judgment they will remove.
Malbim: This corresponds to "Hater Agudos Motah."
