Why is the Minchah of a Kohen completely burned?

Ramban (on Pasuk 11, citing the Moreh Nevuchim), Da'as Zekenim, Hadar Zekenim and Moshav Zekenim: Because it is always the Kohen who sacrifices his own Minchah. Consequently, if, apart from the Kometz and the Levonah that goes on the Mizbe'ach, he himself were to eat the Shirayim, it would be as if he had not given anything to Hashem. 1

Da'as Zekenim and Hadar Zekenim: When a Kohen offers a Chatas or an Asham, the Cheilev and Emurim are burned, and the Kohanim of the current Mishmar receive the hide. Moshav Zekenim - how will we explain Chatas ha'Of, where the Mizbe'ach receives only its blood (even if a Kohen offers it)? The answer is that it is not the poor man who eats the bird but the Kohen. He has brought it to Hashem and Hashem has given it to the Kohen to eat.

Since every Minchas Kohen is completely burned, why did the previous Pasuk need to teach us that that the Chavitei Kohen Gadol is burned?

Moshav Zekenim: This follows the peinciple that, in the realm of Kodshim, two Pesukim are needed to teach us that something is crucial - that it is othewise Pasul even Bedi'eved.
