Rashi: All people fear Him, lest he find sin in them, for all their deeds are revealed to Him.

Radak: His action is awesome on people, to do to them as He wills, until they will fear Him.

Malbim: (From natural conduct, nations will not see Hashem's Hashgachah and fear Him.) See His actions on people - one must fear Him, and not only honor Him, for He can change nature and act miraculously, based on Hashgachah.
