Who will be hot like an oven?

Malbim: The rebels, with the flame of rebellion. There will be no need to fire the oven!

How did they consume their judges?

1.

Rashi: They killed their Sanhedrin, because [the Sanhedrin] protected against them. What resulted? "All their kings fell", because "no one calls to Me."

2.

Rashi, based on Yerushalmi Avodah Zarah 1:1: When they crowned Yaravam, they told him to serve idolatry. He said that he fears the Sanhedrin. They said, we will kill them.

3.

Radak: With their evil deeds, they consume their judges, that they cannot do Mishpat in the city, for there are too many evildoers. Also, [the judges] flatter the Resha'im and do not rebuke them, for they see that their hand is strong. The punishment is on [the judges], for they do not remove themselves from all judgments. Rather, they judge [the claim of] one who has power, and ignore one who lacks power. So Yeshayah said ? "Yasom Lo Yishpotu v'Riv Almanah Lo Yavo Aleihem" (1:23).

4.

Malbim: they killed all their kings - Zecharyah ben Yaravam, Shalum ben Yavesh, Pekachiyah ben Menachem and Pekach ben Remalyahu. Also Hoshe'a ben Elah was taken captive via rebellion (refer to 7:3:1:4**). This is why the 10 tribes were exiled and lost!

3)

What is the significance of not calling to Hashem?

1.

Malbim: They and their kings were Resha'im idolaters.
