Targum Yonasan: The Torah is teaching us that he should bring his Korban himself and not via a Shali'ach. 1

Menachos, 61b: Having written "Daber el B'nei Yisrael" (refer to 7:29:0.1:1) "ha'Makriv es Zevach Shelamav" is coming to incorporate Geirim and Avadim Meshuchrarim in the Din of Tenufah.
