Ibn Ezra #1: He was Ido's brother; they were Nesinim. It should say v'Achiv; the prefix Vov is omitted.

Ibn Ezra #2: It is the name of Ido's brother or relative.

Rashi: The Kesiv is Nesunim - they are situated in Bavel.
