Why does it say "Eshme'ah Mah Yedaber"?
Rashi: I will merit to hear what Hashem says "when He speaks Shalom to His nation."
Radak: The Navi says, I will hear what Hashem says; what He says, He can fulfill it.
Malbim: After his Tefilah, he heard Hashem's answer.
What is the meaning of "Ki Yedaber Shalom Al Amo"?
Radak: He will take them out of Galus.
Malbim: Hashem wants to redeem Yisrael via Midas ha'Chesed and Midas ha'Emes together. Chesed is what Hashem does solely due to Chesed, without considering the virtue or evil of the generation. Emes is based on the generation's deeds. Each has a shortcoming. If Hashem does purely due to Chesed, even though His Chesed is unlimited and the salvation is forever, we are not honored through it, for we did not attain it via our deeds. If Hashem does purely due to Emes, based on the generation's virtue, this honors us, but then it is not permanent, for it depends on deeds. If their merits decrease, the salvation will cease. Therefore, He chose that it be via both. First it is via Emes (the generation's merit); this honors us. Afterwards, Midas ha'Chesed is aroused, so the salvation will be permanent. Since Emes aroused this Chesed, the Chesed will guard us from returning to our folly. Ru'ach ha'Tum'ah will depart, lest falter the pillar on which the Chesed stands. This is Shalom, which shows endurance.
Who are "Chasidav"?
Radak: They are Chasidim among the nations who accepted the creed of Yisrael when Yisrael returned from Galus.
Malbim: They are [Yisraelim] who are always complete with their G-d, and will never return to their folly.
What is "l'Chislah"?
Rashi: It is folly - to sin in front of Him.
Radak: It is to folly and the evil way - "v'Amech Kulam Tzadikim l'Olam Yirshu Aretz 1 " (Yeshayah 60:21).
Radak: This shows that this Mizmor refers to our Galus now, for those who returned from Bavli reverted to their folly, until Bayis Sheni was destroyed and Yisrael were exiled from their land.
