What is the difference between Oyev (verse 23), Tzar and Sonei?

Malbim (23): Tzar is one who afflicts in deed, whether due to hatred, or for his own benefit. In the latter case, the Tzar need not be an Oyev (enemy). An Oyev's hatred is revealed; a Sonei's hatred is in the heart. Usually, an Oyev's hatred is due to envy, a quarrel or evil that he did to him. A Sonei's hatred is because he despises him, or due to the Sonei's bad Midos, without reason. We find Sin'ah on concepts - Sheker and Batza (unjust gain), but not Oyev. Masni (Hif'il) causes others to hate him and despise his deeds and Midos.

What is the meaning of "Egof"?

Malbim: I will strike Masni'av with a Magefah (plague), and all will distance from them like they distance from plagued people.
