Rashi: They are the guides. This is like "ba'Ashuro Achazah Ragli" (Iyov 23:11).

Why does it say "va'Yihyu Me'asherei

Radak: Those who were proper to straighten them and guide them in the good path, they made them stray, and approve of them.

Malbim: This explains why the "Kipah v'Agmon" (13; the nation itself) will be cut off. Even though the leaders led them astray, they themselves strayed.

Who are "Me'usharav"?

Rashi: They are those who learned from those who stray.

What is the meaning of "Me'usharav Mevula'im"?

1.

Rashi: Those who go in the ways of those who make them stray, and approve of these hidden and confused paths, that there is no opening to leave them. Bilu'a applies to a path - "Ami Me'ashrecha Mas'im v'Derech Orchosecha Bile'u" (3:12).

Radak: Since the guides instructed them to go in the evil path, they were swallowed and ruined via their evil counsel.
