What are the implications of "Mil'vad Olas ha'Boker"?

Rashi: It implies that all these Korbanos are brought after the morning Tamid. 1

Ramban #1 and Moshav Zekenim #1 (both citing the Sifra) and Seforno: It means that he brought the people's Minchah in addition to the Minchah of the Tamid. 2

Ramban #2, Moshav Zekenim #2, Targum Onkelos and Targum Yonasan: It means that he brought the people's Olah in addition to the Olas ha'Tamid. 3

Why did the Torah not teach us by the seven days of Milu'im, that the Kohanim's Olah did not replace or precede the Olas Tamid like it does here by the Minchah?

Ramban: Because, since they were Korbanos Yachid to inaugurate the Kohanim, it is obvious that it can neither replace nor precede the Tamid. 1

Moshav Zekenim (in Pasuk 23): During the seven days of the Milu'im they offered only Korbanos Yachid, but not the Korban Tamid or the Ketores.

Bearing in mnd that Hashem commanded the Dinim of the Shelamim before those of the Minchah, why did they offer the Minchah first?

Moshav Zekenim: Hashem commanded the Dinim of the animals first, and afterwards of the Minchah, and Aharon offered the Minchah together with the animal that it accompanied - in the correct order.

Why did they offer the Minchah before the Shelamim? But the Mishnah in Zevachim 89a teaches that Damim (animals and birds) precede Menachos?

Panim Yafos: This was a Hora'as Sha'ah to offer the Minchah first.

Meshech Chochmah: Also the Tzibur offers Menachos from which Kemitzah is taken (the Omer and Shtei ha'Lechem), but it does not offer Shelamim of Kodshim Kalim, therefore the Minchah came first. 1

In spite of this, the Mishnah says that Damim come first! Perhaps here is different, since both were Korbanos Tzibur, and the Minchah was like Kodshei Doros, so it was like Tadir. (PF)
