Rashi: It shows how we know that Hashem has mercy and pardon ? He did not eradicate us, even though we rebelled against Him.

Malbim: It shows that we do not request mercy and pardon because we are worthy of it ? we rebelled! Rather, we request because these are Midos of Hashem, and for the honor of His name.

Does Hashem pardon all who rebelled against Him?

Sha'arei Teshuvah (4:22): He pardons those who repent with a full heart.
