Malbim: He could not fight against it, for Ga'al and his soldiers were inside.

Anshei Shechem were fighting with Avimelech. How could Zevul, Avimelech's appointee, expel them from the city?

Radak (38), Malbim: Some of the city supported Zevul, for Avimelech was their brother. When they saw that Avimelech overpowered, Zevul's supporters were strengthened and the opposition weakened.
