Why does it say "Shovevah (feminine)?

Radak: It refers to Keneses Yisrael. The same applies to "v'Chatas Amech" (Shemos 5:16), "ha'Am Asher b'Kirbah Yosheves la'Vetach" (Shoftim 18:7). Shovevah refers to rebellion, like "Banim Shovavim", "Meshuvah Yisrael" (above, 3:14, 6).

Why does it say "ha'Am ha'Zeh Yerushalayim"?

Radak: The word Samuch [to Yerushalayim] is omitted. It means ha'Am Zeh Am Yerushalayim.

What is "Meshuvah Nitzachas"?

Rashi: It is a permanent rebellion, like Netzach. Radak - Meshuvah is a noun; Meshuvah Yisrael is an adjective.

Malbim: They always change their ways. They repent from their evil way to good, and then return from their good way to evil.

What is the meaning of "Hecheziku ba'Tarmis Me'anu Lashuv"?

1.

Rashi: They held (persisted in) fraud. Radak - it seems that they want to do so permanently.

2.

Malbim: They repent fraudulently. They say that they repent, but it is deception; their heart is on [persisting in] their evil way.
