1)

Why does the Torah insert the (otherwise superfluous) words "Vayisparku Kol ha'Am ... "?

1.

Yerushalmi Shakalim, 1:1: To draw a contrast between the Mishkan - where the Torah writes that only the "N'div Leiv' (the generous-hearted) donated, and the Eigel, where everybody contributed. 1

1

Yerushalmi, Ibid.: A fact which should cuse whoever reads it to recoil in horror.

2)

Whose earrings did they bring to Aharon?

1.

Refer to 32:2:1:1.

2.

Rosh (in 35:22): The men took their wives' 1 earrings against their will, as implied by the word "va'Yisparku".

1

Surely they took also their children's ornaments, since "be'Ozneihem" refers to Aharon's request. Moreover, if they took only from their wives, the Torah would have written 'be'Ozneihen' (PF).
