Why does it mention giving to them Artzos Goyim?

Radak: Not only did He take them from slavery to freedom - He also gave to them lands of Goyim.

Malbim: This returns to what it said above, that He fulfilled His Shevu'ah to Avraham, and gave to them Artzos Goyim..

What is the significance of "va'Amal Le'umim Yirashu"?

Malbim, from Mechilta d'R. Yishmael Behslach va'Yhi, Pesichah DH va'Yhi: Hashem promised the Avos that their seed will enter a land "u'Vatim Mele'im Kol Tuv" (Devarim 6:1). When the Kena'anim heard that Yisrael will enter the land, they burned all the Zera'im, cut all the trees, destroyed the buildings and stopped all the springs. Therefore, Hashem delayed them in the Midbar for 40 years, so the Kena'anim could fix what they ruined 1 .

Hashem was ready to bring Yisrael in shortly after leaving Sinai, had they not sinned with the Meraglim! Perhaps Hashem let the Kena'anim ruin the land only because He knew that Bnei Yisrael will sin, and will need to delay in the Midbar. Alternatively, He could have enabled them to restore the land miraculously soon. If they cut all the trees, it was a miracle that the Meraglim found giant fruits shortly more than a year after all trees were cut! (PF)
