Whose cries does Hashem hear?

Radak: It is of the Tzadikim mentioned above (verse 16), not the Resha'im of verse 17. Similarly, "v'Af la'Amascha Ta'aseh Ken" (Devarim 15:17) 1 ; and "v'Im Shalosh Eleh Lo Ya'aseh Lah" (Shemos 21:11) 2 .

It does not refer to the Reisha of the verse (piercing her ear if she wants to remain), rather, to giving to her gifts when she leaves, mentioned earlier (verse 14. - PF)

It does not refer to reducing the She'er Kesus v'Onah of an Amah (after Yi'ud) after marrying another wife, mentioned in the previous verse. Rather, if he did not marry her, nor marry her to his son, nor free her in exchange for her redemption, mentioned earlier (verses 8-9. - PF)

Why does it say "umi'Kol Tzarasam"?

Malbim: He does not save them only from this affliction that they prayed about, rather, from all their afflictions.
