What is the meaning of "va'Ydabrem b'Aznei Hashem"?

Radak: He arranged the people's words in his Tefilah to Hashem, that He should answer about the kingship.

Malbim: Now that they asked properly for a king according to Torah law, Shmuel said their words to Hashem to advocate for them. Also, it was not an affront to Shmuel, for they wanted a king to fight based on war strategies. Shmuel's ability was only to fight via miracles.
