What does the Torah mean when it writes that Hashem "placed the luminaries in the sky... to govern over the day and the night"?

1.

Ramban #1: The sun is responsible for the growth of all things that are hot and dry, while the moon causes the fountains, the seas and all things that are wet to flourish.

2.

Ramban #2: The celestial bodies are endowed with specific powers that control the nations and kings; one with righteousness, another with bloodshed and the sword (as known through astrology), all under the jurisdiction of Hashem Himself.
