Why would he think so? Surely he (like the third Sar - verse 14) heard how the first ones died (perhaps others saw the fire consume them). The fire killed also the 50 who did not ascend the mountain! Perhaps the 50 ascended, just they did not come close to Eliyahu. (PF)

The first time, it says that "Esh" descended. Why does it say now "Esh Elokim"?

Malbim: This time it was a big fire that burns even what is far away 1 .

If the fire descended to the people, it did not need to be bigger than the first time! We must say that (a) The fire burned them from the altitude of Eliyahu, or (b) The fire decreased in size while descending. (PF)
