Rashi: They veer from the straight path. Radak - the officers should have fixed the crooked. They veer and make the straight crooked! They are friends of the thieves; the thieves divide [the theft] with them. Therefore, they do not chastise them, and do not stop them from stealing.

Malbim: The Navi comes to heal the nation. He speaks like an expert doctor. After seeking the illness and its nature, he seeks the most recent cause ("Kaspech Hayah l'Sigim" - 22), and the initial cause ("Sarayich Sorerim"). An expert doctor strives to remove the illness itself, and then the most recent cause, and then the initial cause, lest the illness sprout again. He proceeds to instruct how To remove the illness itself (refer to 1:24:5:1).

Radak: It says generally about the officers; all of them are in one way. Therefore, it says Kulo (singular). They all love bribes and tilt judgment.

Malbim: Not all of them divided with thieves - but all of them loved bribes.

Rashi: They are payments. Yonason translates 'one says to his friend, benefit me in my judgment, and I will pay you in yours.' A judge who was a robber, and his victim claims from him in front of another judge, he tells him 'vindicate me today, and I will vindicate you when they scream to me about you.' They pursued payment for bestowing [unjust verdicts].

Malbim: They always seek compromise between the parties, for initially they take bribes from both of them, so they could not vindicate or obligate either one. They needed to compromise. Each litigant thought that his bribe helped him.

Rashi: Refer to 1:23:5:1.

Malbim: The orphan did not give a bribe, so they did not judge his case at all ¹ . They did not even seek to compromise, for they received a bribe only from the other side.

Rashi: The widow comes to scream, and the orphan leaves. She encounters him, and asks 'what did it help to scream to the judge?' He says, the entire day I toiled (did the work that he told me to do for him), and it did not help me at all. She turns back, and says 'he is a man (who can do strenuous work), and it did not help - all the more so, me!

Radak: They do not want to judge her case against those who oppress her. Therefore, she does not bring her case to them, for it will not help.

Radak, based on Targum Yonasan: She screams in front of them, and they do not hear (heed) her.

Malbim: They did not judge an orphan's case, even though Beis Din is the father of orphans, and [normally] his case is simple (refer to 1:17:5:3). All the more so a widow's case, which is not clear, did not come to them at all.
