Radak: Even Chayos ha'Sadeh that find pasture in mountains far from civilization, and the locusts did not come to there.

What is the meaning of "Ta'arog"?

Rashi: It screams. So Dunash explained, that Arag is the voice of Ayalim (wild goats), Naham is of young lions, Ga'ah is of calves, Tzahal is of horses, Tziftzuf is of birds, and Navach is of dogs.

Radak: This is screaming amidst thirst, like "k'Ayal Ta'arog Al Afikei Mayim" (Tehilim 42:2).

Why will the streams dry?

Radak: There will be locusts in these years, and rain will be withheld. Even so, Chayos ha'Sadeh which go far will find pasture in moist places - a little here and a little here. However, they will not find water to drink, for the rivers and streams dried. Even though they need food more than water, they need to drink!
