Rashi: The Shechinah says so to the Navi, who is Yisrael.

What is "Motehu me'Alayich"?

Rashi: The staff of Ashur from on you, My nation.

Malbim: It is the burden if taxes and servitude.

Why does it add "u'Moserosayich Anatek"?

Radak: The matter is repeated. Motehu attribute [the staff] to Ashur, and Moserosayich attributes to Yisrael ? the pronoun can refer to subject or the object. We find "v'Simachtim b'Veis Tefilasi", "Shamati Es Tefilasecha" (Yeshayah 56:7, 38:5).

Malbim: You were bound in ropes due to fear of [Ashur's] troops and soldiers. If this was in the days of Menasheh, the yoke was totally broken ? Ashur ceased to rule over Yisrael. If it was earlier, it was broken at the time; Sancheriv was much later.
