Radak: You see the injustice that they do, and You do not pay them for it! So David said "Amal va'Cha'as Tabit" (Tehilim 10:14). All this informs that Hashem supervises people's actions, for good or bad. If so, why does He delay (punishing) them?
Why does it add "v'Shod v'Chamas l'Negdi"?
Malbim: I do not see in Nevu'ah the end of the Rasha and his eradication. I always see him opposite me, and his success endures a long time.
What is the meaning of "va'Yhi Riv u'Madon Yisa"?
Rashi: This is Nebuchadnetzar. He bears a quarrel, and he succeeds!
Rashi citing Targum Yonasan 1 : You sustain the one who bears a quarrel.
Radak #1: There is in front of me one who battles me.
Radak #2: The enemy bears (makes) quarrels, and Yisrael suffers!
Malbim: Since I see the Rasha's success enduring, this causes a quarrel against Hashem's ways. People have a claim against you! (Refer to 1:4:1:3, 1:4:3:2.)
