Which Resha'im does this verse discuss?

Radak #1: Resha'im includes Chot'im (who sin due to desire) and scoffers. People do not benefit from them or their good, rather, they harm others. Their motion to evil is like chaff, i.e. fine straw that people do not benefit from it. The wind easily blows it quickly, and it damages via its motion. It strikes travelers on their faces and in their eyes, or it is blown into houses or gardens and damages.

Radak #2: According to my Perush (refer to 1:3:1:2) that verse 3 discusses the reward of one who veers from evil and does good, this verse teaches that Resha'im will perish quickly, like chaff that the wind blows.

Why are Resha'im compared to chaff?

Malbim: Not only will the Resha'im not receive the happiness and success of Tzadikim - "Lo Chen ha'Resha'im" - just the contrary, they will be like chaff. And not like chaff that has grain in it - such chaff guards the grain, and the wind does not blow it, for the grain guards it. Rather, they are like chaff that the wind scatters, for its grain was removed. While abundance clings to the Tzadik to guard him and surround him, like chaff on grain, He is protected in it.
