Bearing in mind that the current census took place in Iyar of the second year - after the Mishkan was completed, how is it possible for the numbers to have been equal to those of the census that took place half a year earlier in Tishri - when they began donating towards the Mishkan (See Ki Sisa Sh'mos, 30:16)?

1.

Refer to Sh'mos, 30:16:4:1-3.

"Vayih'yu Kol B'nei Yisrael ? ". Why does the Torah insert the word "Vayih'yu Kol Pikudei ? " here and again in Pasuk 47?

1.

R. Bachye #1 (on Pasuk 45, citing the Ibn Ezra): The current Pasuk teaches us that they were only counted from the age of twenty-one; the following Pasuk, how many men there were.

2 R. Bachye #2 (on Pasuk 45): The Torah repeats the word "Vayih'yu" to teach us a. the sum total of all the tribes, >b. that, despite the damage that, due to Ayin ha'Ra, counting generally causes, the current census left the whole of Yisrael intact forever. 1 For so we find that the term 'Havayah' implies. 2

1

R. Bachye: Like we find for example, in Bereishis, where the Torah write "Vay'hi Or (1:3) and "Vay'hi ha'Adam le'Nefesh Chayah" (2:7), to denote permanance.

2

See R. Bachye here - end of Dibur, and in Bereishis 2:7 - end of Dibur.
