Why does it say "va'Yera... Tavnis"?

Radak: This shows that it was only a prophetic vision - Keruvim do not truly have hands, feet 1 and wings. The verse taught about one of them, to teach about all of them.

The only verse that says that Keruvim have legs is Divrei ha'Yamim II, 3:13, regarding the Keruvim that Shlomo made for the Beis ha'Mikdash! The Keruvim are the Chayos of Yechezkel's first vision (15, and so said Radak (1)). Those Chayos have feet and wings (1:6-7)! This requires investigation. (PF)

What is the significance of the form of a human hand under their wings?

Malbim: Wings represent flying - acting via Hashgachah, above nature. A human hand signifies acting via choice, not amidst natural compulsion. They are prepared to receive Teshuvah and reverse to do good, according to the recipient's preparation.
