Who does Hashem oppress and despise?
Rashi: This is said in astonishment. Does He steal a Tzadik's virtue?!
Malbim: Tzadikim are oppressed with afflictions. We cannot say that Hashem lacks ability. Therefore, we must say that (a) He does not want to oversee people due to oppression and envy, like a man who does not want to help his friend amidst evil and envy. "Ha'Tov Lecha" - is it good for You to do so?! (b) He does not want to oversee people because they are lowly in His eyes, like a man does not oversee conduct of cats in his house. Also this is not good, that "You despise the work of Your hands"! Rather, we must say that He oversees, and afflictions are for punishment, based on Din.
What does Hashem do for Resha'im's counsel?
Rashi: He shows to them a smiling countenance. (Also this is said in astonishment.)
Malbim: Hashem's Etzah (knowledge) forced that they will sin. If so, why do You punish them?
