Mesilas Yesharim (Perek 11): Hashem desires only Emunah.

Malbim: Of old, rulers of countries chose advisors and officers who are loyal to the king, to gather wealth, without considering at all what is good for the country. My goal is the good of the country. I choose advisors faithful to the country, who strive for the success of the residents.
