Does "Moshel Amim va'Yfatechehu" merely repeat the start of the verse?

Rashi: Yes.

Malbim: No. The king released him from Kevel of slaves. The iron came due to [an alleged] sin for which he was Chayav Misah; only a Moshel Amim could pardon his sin and free him.
