Radak: No. The Egyptians were mourning - "u'Egypt Mekaberim?" (Bamidbar 33:4).

Malbim (38): Yes. Also the Egyptians were happy to send us.

Who are "Bechirav"?

Radak: They are their Avos (He took Yisrael out in their merit).

Malbim 1 : Tzadikim [who left Egypt], Hashem's chosen, said Shiros and praises.
