Rashi: When they sent Meraglim and spoke bad about the land.

Malbim: The spies 1 said "Tovah ha'Aretz; v'Lo Avisem La'alos va'Tamru Es Pi Hashem" (Devarim 1:25-26). They said that it is a bad land, and kills its residents; "Lo He'eminu li'Dvarav" that it is a good land (Shemos 3:8).
