Why does it say "Mizbechos la'Boshes Mizbechos Lekater la'Ba'al"?

Malbim: There were two kinds of idolatry. Ba'al was the form of a male, and Boshes was the form of a female. Her Boshes and Ervah were exposed; this was its Avodah.
