Why does it say "Hen Tzadik ba'Aretz Yeshulam"?
Rashi: Why should a Rasha be secure when he succeeds? He sees that a Tzadik is paid (punished) for an Aveirah that he did in his lifetime
Why does it say "v'Af Ki Rasha v'Chotei"?
Rashi: All the more so, the Rasha will be paid [for his sins], either in his lifetime or after death.
R. Yonah: All the more so, the Rasha will be paid; nothing will be pardoned. If you see that he has serenity, perhaps he has a merit, and he is not proper for the reward of pleasantness in the world to come, therefore he is fed his merit in this world - "u'Meshalem l'Son'av El Panav Leha'avido" (Devarim 7:10). Af Ki is a Kal v'Chomer, like "v'Af Ki Nelech Ke'ilah" (Shmuel I, 23:3). If [Hashem gives such reward] to those who transgress His will, how much greater [will be the reward of] those who do His will (Makos 24b)! If Resha'im have great serenity for one merit, for those who transgress His will, how much the more so! If [Hashem punished] those who do His will, how much greater for those who do transgress His will (Bereishis Rabah 65:22). This is like our verse teaches - if a Tzadik is trapped for his sin in this world, all the more so a Rasha's sins will be on him in the world to come.
Malbim: All the more so, a Rasha who sins will be paid, just his payment will be in the world to come, for he did not eat from Etz ha'Chayim, and he will die death of the Nefesh in the world of Nefashos. A Tzadik is punished even for a small sin, and all the more so a Rasha!
