Which two kings had bad intent?
Rashi: Sar Romi and Negid Bris mentioned above (22), i.e. Hurkenus. He joined to help Melech ha'Tzafon, so Melech ha'Tzafon would help him against his brother Aristoblus, who ruled in Yerushalayim. They wanted to do evil to Yehudah.
Ibn Ezra: Melech ha'Tzafon and Melech ha'Negev wanted to do evil to Eretz Yisrael.
Malbim: Melech ha'Negev Palimata was with his uncle Melech ha'Tzafon due to kinship; he was not captured. When Egypt made his younger brother Avargatas king, Melech ha'Tzafon said that he came only to help his sister Kleopatra. If they will reinstate their previous king, he will leave. He and Palimata ate together ostensibly in love, but each intended to harm the other.
What Kazav do they say?
Rashi: They [falsely] slander Malchus Aristoblus.
Ibn Ezra: Their counsel is Kazav – it will not be fulfilled.
Malbim: Antiyochus promised to strengthen Palimata's kingship; really, he planned to take Egypt under his rule. Palimata agreed to obey Antiyochus – this was false.
What do we learn from "v'Lo Sitzlach Ki Od Ketz la'Mo'ed"?
Rashi: Yisrael will not be given to destruction at that time. The Churban will be 62 Shavu'im said above (9:25), in the days of Agripas ben Agripas, from the seed of Hordus.
Ibn Ezra: Their counsel will not succeed, for it is not time for Yisrael to be exiled. Melech ha'Tzafon will return to his land beforehand.
Malbim: Antiyochus intended that the brothers will fight over the kingship, and via this he will conquer Egypt. He failed – the brothers made Shalom and joined together; this was a preparation for his fall.
