Will the verses list everyone who dwelled in Yerushalayim?!
Rashi: No, it lists only the greatest and most esteemed.
This list appears also in Divrei ha'Yamim I, Perek 9, but there are many changes!
Malbim: Sefer Ezra 1 is the completion of Divrei ha'Yamim, which Ezra wrote earlier. Nechemyah finished Sefer Ezra. When Divrei ha'Yamim differs from previous Seforim, it is because Ezra wanted to add or explain something. Most of his words are not a repetition, rather, additions. Also Nechemyah, when he repeated matters in Divrei ha'Yamim, comes to add what is not mentioned there. He began with the same words "uvi'Yerushalayim Yashvu?" to show that he copies from there (but also adds).
Ezra and Nechemyah are one Sefer. Refer to Ezra 1:1:2:1*.
In Divrei ha'Yamim I, 9:3 it says "uvi'Yerushalayim Yashvu Min Bnei Yehudah u'Min Bnei Binyamin u'Min Bnei Efrayim u'Menasheh." Why are Efrayim and Menasheh omitted here?
Malbim: It was already written there, and Nechemyah had nothing to add about them. He did add regarding Bnei Yehudah and Binyamin. E.g. there it says "Usai ben Amihud ben Amri ben Imri ben Bani Min Bnei Peretz" (4); Nechemyah added esteemed fathers in the lineage until Peretz that Ezra omitted; he did not add fathers that were not esteemed.
